2025 HUD NOFO Update
On November 13, 2025, the U.S. Department of Housing and Urban Development (HUD) released the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).
This year’s NOFO reflects a clear shift in national priorities, with increased emphasis on:
Transitional Housing (TH)
Supportive Services Only (SSO) projects
Domestic Violence (DV) housing and services
HUD is moving away from long-term permanent housing expansion in this cycle and is prioritizing stabilization-focused models that provide structured services, safety, and clear pathways toward housing stability.
Key Changes for 2025:
Stronger prioritization of Transitional Housing (TH) models with required, intentional service delivery.
Expanded focus on Supportive Services Only (SSO) projects, especially those tied to Coordinated Entry and housing navigation.
Continued and enhanced Domestic Violence (DV) project funding to support survivors of domestic violence, dating violence, sexual assault, and stalking.
Greater expectation that projects demonstrate measurable stabilization outcomes and service intensity.
